Moonlight can create code that is playable in whatever version of Flash you specify. In some cases, the cost will increase as the version of Flash decreases, and of course, there are limits to what can be done with lower versions. As a designer, you need to be careful to avoid Flash 8 design features such as text that is optimized for readability, and graphics that use filters. Moonlight can replace such features with others that are compatible with lower versions of the plugin, but this will add significantly to your costs, and may not result in a look you are happy with. It is best to avoid using graphic features that are incompatible with the plugin version you wish to target.
Most interactivity can be coded down to Flash 4, albeit at added expense. Flash 3 supports very little by way of actionscripting.
